经常阅读笔者文章的人会看过笔者介绍过1976年及1981澳洲曾经大赦非法移民，很多人都得益于这个政策便留在澳洲，但问题便来了，这政策令到有很多后来者也希望澳洲政府能够大赦他们，也让他们合法留在澳洲，这些人便一直在澳洲等待，一些已经等待了三、四十年了。
笔者从事移民法帮助过很多长期黑民，有些人士最早是在1981年已经到达澳洲，但却不现身申请永居身份，直到遇到笔者后才听从笔者劝告申请合法身份，在笔者的帮助下最终取得永居身份。他/她们如何取得身份？笔者为读者介绍一下，有些长期在澳洲居住的黑民因为有澳洲永居身份的孩子或亲人，有些人是直接取得永居，有些人要通过两个步骤才取得永居，有些是因为拥有一技之长，有些人是长期报税又或是自营生意，他们都在笔者的帮助下，最终取得永居身份。
而笔者是如何遇上这些人士？有些是通过笔者的客户鼓励，他们来谘询笔者才发现可以申请合法居留，有些人因为被关押在拘留中心才寻找笔者帮助，最后才知道他们其实一早就可以获得合法身份，不用被关押。
另外笔者发现很多黑民缺乏对移民法律政策的了解，有些人不看报章，有些人因为不懂英文，有些人是因为无知错过了申请合法居留的机会，有些人虽然申请了，却不懂如何证明自身符合申请标准把机会白白浪费了，十分可惜！
读者会问为何这些黑民会长期留在澳洲不作出任何申请？其实他/她们一直错误等待澳洲政府会再次大赦黑民！黑民们认为政府最终有一天会作出通告所有黑民也可以留在澳洲长期生活，这是个美丽的误会。
其实澳洲政府曾经作出不同的“特赦”，不是给予“大赦”？因为特赦只是针对某些特定人士及对象，例如1984前已经生活在澳洲的黑民，都可以申请永居。在1989年宣布政策给予1988年前已经身在澳洲的黑民可以在1993年前申请居留，1989年6月20日已经在澳洲的中国公民，1993年已经申请过保护签证的申请人，可以申请永居。1996年又一次特赦1993已经入境的中国公民，2007年移民部长又给予黑民申请转换身份的机会包括可以在澳洲申请配偶签证，长期居住在澳洲的黑民，有技术，自营生意，有亲人在澳洲，有报税纪录的人，这政策直到2012年才结束。
这些“特赦”政策被一些专业人士掌握，帮助了数万名黑民获得永居身份，但那些一直等待“大赦”的人却不愿意出来申请，把大好的机会白白错过？笔者遇到过这类人士，他名叫A先生，他的背景及经历历跟他朋友一样，A先生的朋友（老黄）经过多次谘询后，笔者为（老黄）已经成功递交了申请，他的朋友（老黄）极力向A先生推荐找笔者帮忙，笔者也鼓励A先生把握申请机会，最后他坚持待朋友（老黄）获得永居后才递交申请，以保万全！最终朋友在2012年获得永居身份结束9年的黑民生活（还担保所有家人从中国移民来澳洲），而他却错过了这个宝贵的机会，当他朋友获得永居那一天，A先生立即找笔者帮忙时，笔者告诉他部长不再作出干预了，要等待下一次“特赦”机会了，他失望顶透，无奈地离开笔者办公室。
另外，笔者发现很多黑民是从香港而来，他们可能缺乏信息，都错过了申请永居的机会。一些遇到笔者的香港人，笔者为他们取得香港护照及澳洲永居身份，原因是笔者也是来自香港，对香港护照申请程序比较了解。还有香港近日发生的暴力事件令到很多人产生恐惧。如果阁下来自香港，不管是黑民或持有有效签证，希望在澳洲申请永久居留，请尽快联络笔者。
笔者写这篇文章是告诉读者，政府是不会没有任何条件用大赦来给予黑民身份，原因是黑民当中有可能隐藏著罪犯或恐怖份子，所以政府一定要甄别每个人，确认给予永居身份的人是对澳洲有特定贡献！自从40多年前联盟党“大赦”过两次黑民后便再没有任何对黑民的宽松政策。相比起工党的“特赦”，虽然对象只是特定的一群，但特赦次数较多，得益的人也是不少。希望大选期间两党会推出对黑民有利的政策。假如您是黑民，不管您身在哪个省市或偏远农村，可以预约面谈，下一次特赦的机会快来了，仅记住“机会是给予有准凖备的人。”
