中国当局以防疫为由，暂停办理非紧急的出入境签证安排。有分析认为，中国政府虽以防疫为由，但其实在政治上的考量要大于对防疫的考虑。
7月30日，中国移民管理局举办记者会，新闻发言人陈杰表示，因防疫需要，暂停办理非紧急的出境签证安排。他说：“坚持非紧急、非必要不出境，严格审批签发内地（中国）居民出入境证件，确保防疫安全。”
陈杰还称，上半年中国签发的普通护照超过33万本，主要与出国留学、就业和商务有关，同时强调新措施不会一刀切，只要证实有出境留学、就业、商务等需要，经审核资料属实，当局亦会为申请人办理证件。
其实在过去的一年里，不少大陆网友爆料，无法办理新护照。甚至有网民称，有民众在出境的时候，护照被出入境管理人员当场撕毁。
据自由亚洲电台报导，在美留居的中国商人张胜其称，半年前，一位在美国大学工作的朋友回中国续办护照，因一直没有得到审批，至今仍在中国滞留。他说：“我们这个朋友护照到期，需要更换新的护照，妻子刚生了孩子，还未满月他就回中国，但回去以后就发现办不了，他已经回去大半年，一直办不了，不批，朋友在当地已经找了关系都办不了，都不给办，人在国内呆着，也出不来，对我朋友这个家庭来说，前面一片未知，老婆带着孩子快要半岁，爸爸因要办护照回不来，一家人不能团聚呀！这个太没有人情味了。”
张胜其介绍，在美国工作的中国人，以往护照快要到期的时候，可以选择回中国，或向中国驻当地的总领事馆办理新护照。但是他的多位朋友去美国洛杉矶总领事馆要求办理新护照时，却被拒绝。虽然没有有效护照并不影响他们在美国居留，但是对于需要跨境工作的人来说，影响很大。
张胜其表示，目前他们几个护照到期的人协商，准备再等一等，如果总领馆仍不给他们办理护照，他们准备在美国请律师，起诉洛衫矶总领馆。
对于中国的举动，中国政治学者陈道银认为，新措施只是针对一般民众，相信是因应疫情发展需要，多于政治考虑。
中国时事评论员方原认为，限制出境是要集中资源为脱勾和实现内循环做准备。他认为，暂停发出非紧急出入境证件，与疫情有一定关系，但并非主要原因。最主要的原因是，中国要集中资源力量，应对对美国的贸易和金融战。
旅美法律学者滕彪表示，根据中国的宪法、护照法和出入境管理法，都有保障居民出入境的自由，写明在特定的情况下，例如有涉及的案件未审结，和出境会危害国家安全等，才可以不批准公民出境，也认为今次中国移民局的做法，是违反法例保障公民的基本权利。他也认为，防疫只是表面的理由，真实的情况是，官方以疫情为借口，加强对民间的控制，防止西方意识形态输入，影响中国民众。
滕彪表示，虽然法律有对公民出入自由有保障，但中国的刑事诉讼制度不完善，受到当局的影响，相信受新政策影响的公民，很难透过诉讼的方式为自己争取权利。
