《華盛頓郵報》19日報導，5名在囚民主派人士黎智英、鄒幸彤、李卓人、黃之鋒和何桂藍，獲10個國家的15名知名學者聯署提名競逐諾貝爾和平獎。
《華盛頓郵報》專欄作家羅金（Josh Rogin）19日發表「為何香港的良心犯應獲得諾貝爾和平獎」專文，認為這5人足可代表香港人獲獎。提名信函在1月底之前已經寄交諾貝爾提名委員會，但信件內容直到近日才曝光。提名信中指出，「把2022和平獎頒給香港良心犯將是對人性光輝的最高鼓勵。」
今年的和平獎提名已於1月31日停止收件，有251名個人和92個團體角逐獎項。今年的得主將於10月7日宣布。依照慣例，提名委員會對提名名單嚴格保密，至少50年後才會公開資料，但提名人可主動發布消息。
發起連署者包括加州大學河濱分校教授、知名漢學家林培瑞（Perry Link），他指出，這些香港人大可出走或保持緘默，卻為原則堅持不懈，值得獲獎。連署學者當中還有美國知名的中國及東亞法律權威孔傑榮（Jerome Cohen）、美國哥倫比亞大學教授、漢學家黎安友（Andrew Nathan）等人。
黎智英因為2019年至2020年間參加4場和平集會遭港府起訴多次判刑，共需服刑20個月，此外他遭指控「勾結外國勢力」等罪名，尚待審判。
何桂蘭曾是香港「立場新聞」記者，。2019年報導香港「反送中」民主運動而出名，2020年擬參選香港立法會但遭當局剝奪參選資格，2021年1月6日在港府大搜捕行動中被捕，遭控「顛覆國家罪」，目前服刑中。
黃之鋒是「學民思潮」創辦人、已解散的「香港眾志」前秘書長，他因參與及組織非法集結罪名遭判刑13.5個月。2018年他也曾獲得美國參議員提名角逐諾貝爾和平獎。
律師出身的鄒幸彤是香港支聯會前副主席，因煽惑他人參與非法集結等罪名，共需服刑22個月。
李卓人是香港立法會前議員、支聯會前主席，因「未經批准集結」罪名遭判刑14個月。
