烏克蘭獲得新一批西方提供的防空武器系統

烏克蘭周一(11月7日)收到了新一批西方盟國提供的防空系統，將用於應對俄羅斯近期以來對該國城市基礎設施的攻擊。據基輔當局稱，自10月初以來，俄羅斯已摧毀了烏克蘭約40%的能源基礎設施。

據法廣報導，烏克蘭國防部長列茲尼科夫（Oleksiy Reznikov）在社交媒體上表示：「烏克蘭已獲得了最先進的NASAMS防空系統和阿斯派德短程低空防空導彈（Aspide），這些武器將顯著強化烏克蘭軍隊，並讓我們的領空更安全。」 他還寫道：「我們將繼續擊落攻擊我們的敵人目標。感謝我們的夥伴：挪威、西班牙和美國。」

此次運抵烏克蘭的包括美國、西班牙和挪威提供的NASAMS中、遠程地對空導彈發射系統，該系統可以擊中150公里內的目標。

自夏季以來，俄軍一直以烏克蘭民用基礎設施為攻擊目標，大量使用伊朗製造的低成本沙赫136無人機。10月31日，基輔在遭遇俄羅斯無人機和導彈襲擊後近80%的居民斷水斷電。基輔市當局7日表示，供應居民能源的能力仍然「緊張」，要求住在首都的居民在高峰時段限制用電。

俄空戰能力近期難改善

據美國之音報導，英國國防部星期一(11月7日)表示，俄羅斯在侵烏期間損失了有經驗的機組人員，這是導致莫斯科「缺乏空中優勢」的因素之一，同時，使問題更加嚴重的因素還包括訓練不足以及「在密集防空領域進行近距空中支援的更高風險」。

俄羅斯的空中能力「不大可能在今後數月發生改變，」英國國防部在推特上發布的信息更新說。「俄羅斯飛機的損失有可能大大超過其生產新機身的能力。培訓合格飛行員所必須要有的時間進一步削弱了俄羅斯空中戰力的再生能力。」

烏克蘭動用戰時法律

烏克蘭總統澤連斯基4日引用戰時法律，沒收了一個頂級引擎製造商和其他四個具有戰略意義的公司的資產，將其置於烏克蘭國防部控制之下，以滿足國家的戰時需要。他不排除日後將有類似決定。

總理什梅加爾表示，上述企業的產品及服務，對烏克蘭國防及能源需求至關重要，它們須全年無休運作。

烏克蘭國家安全與國防事務委員會秘書達尼洛夫稱，戒嚴令解除後可能把資產歸還給持有人，或給予補償。
