中港分隔單親家庭受到疫情打擊，生計更顯困頓。香港社區組織協會年初二（23日）指，有2成的中港分隔單親家庭月入不足3,000元，現時的中港單親家庭兒童達數千人，他們因父親去世或被遺棄，居於中國的母親因未獲批單程證赴港，而變相孤苦無依。
綜合港媒報導，社協1月2至7日期間，訪問52名中港分隔單親父母及子女，發現近2成家庭總收入不足3,000港元；約6成家庭收入不足10,000港元，其收入中位數為6,000港元，較全港家庭平均低4.6倍。
調查發現，受到疫情影響，約27%中港分隔單親家庭的父母未能返回中國大陸工作，致收入大減。近8成家庭三餐不得溫飽，8成半須領取免費食物，6成家庭食用過期食物。
針對港府的單程證政策，社協指，多年來仍無中港單親名額，且酌情批准又緩慢，致他們得承受分隔之苦，促請改善。
協會引用政府數據指，香港過去10年日均僅批出104個單程證，名額並無用盡，而去年僅17,919人持有單程證，較2019全年39,060人減少逾半。
社協副主任施麗珊認為，中港分隔家庭處於嚴峻貧窮，再受疫情打擊，貧上加貧，絕對是政府應重點扶貧的對象之一。
她提出包括制訂精準扶貧政策的多項建議，例如派發10,000元「基層生活津貼」，並設立家庭服務中心，提供雙程證持有人及其子女的情緒輔導；並建議政府疫後持續允許中港家庭在港續領雙程證，港府亦應行使酌情權，批准特殊困難的母親留港照顧子女等，省卻他們每次到期北上續期的時間，同時避免兒童乏人照顧。
社協又提倡，政府的社會房屋計劃或過渡性房屋，開放一定比例給本地小童及其雙程證父母申請。
