港共政權甘冒天下之大不韙，早於2020年6月30日實施摧毀本土政經體制和公民社會的國安法，導致香港深度沉淪至今。然而港共傀儡政權面對民主國家持續的譴責和國際制裁，非但未能痛切反省、改過遷善，反於2025年7月25日，針對獲得香港人授權的正統議會成員以及流亡海外民主鬥士合共19人發出通緝令，甚至不惜以懸賞作誘餌，慫恿港人干犯當地法律去為中共反人類邪惡政權通風報訊，以便展開跨境逮捕。為回應如此公然踐踏法治與人權的跨國鎮壓惡行，剛成立的香港議會提出最強烈、最嚴厲的譴責，並敦促國際社會制裁香港相關官員，以阻止中共繼續向全球伸展長臂管轄的魔爪。
中共和港共政權的這種野蠻鎮壓手段，甚至侵犯了美、加、英、澳以至歐盟國家的公民權利，進一步向世人揭示獨裁者的怯懦和脆弱，以及無視國際法的狂妄。暴政永遠無法磨滅香港人對自由、公義的渴求，打壓愈猛烈，抗爭就愈堅定。
古人說：「愚人不正，故與人爭；刑繁民憂，上下不安其生。」此語正是當前香港最佳寫照。
港共政權的邪惡愚昧本質，與真香港人那種善良本性有著根本上的衝突，更反映暴政肆虐下香港社會經濟前景只會江河日下，百業蕭條、資金撤離，回天乏術。港人面對1997年淪陷迄今中共造成的暗淡前景，敢怒而不敢言。香港議會此時誕生，就要為受盡逼迫的港人發聲，致力尋求國際奧援，冀能早日光復香港，重建自由之邦，讓居民得享安和樂利生活環境，延續嶺南文化的薪火。
香港議會2025年在全球港人直接普選下誕生，以一人一票方式實踐主權在民、住民自決和港人自治的精神，當選議員已於2025年7月21日順利宣誓就職，冀為香港擬定民主憲章、制訂未來政體藍圖以及推動公投自決等。我們希望通過這樣的制度體現民主價值，落實自我管治，同時揭穿中共的偽民主和謊言統治魔障。誠如發起議會的賢達人士所倡議，香港人通過選票發動革命，善用議會機制光復香港！
我們在此希望全港市民及國際社會共同抵制中共反人類邪惡政權及偽港共政權的不法統治。香港議會誓以廣大港人意志為依歸，全力捍衛民主自由原則，實現普世價值，共創一個真正屬於香港人的未來。

The Hong Kong Parliament Condemns Beijing’s Transnational Repression
On 25 July 2025, the Hong Kong authorities, acting under the direction of the Chinese Communist Party, issued arrest warrants for 19 individuals, including democratically elected Members of the newly constituted Hong Kong Parliament and prominent overseas pro-democracy advocates. Monetary rewards were offered for information leading to their arrest. The Hong Kong Parliament condemns these actions as a blatant abuse of legal instruments to pursue political persecution.
These actions represent a clear escalation of Beijing’s transnational repression, extending its coercive reach beyond China’s borders and infringing upon the sovereignty of democratic nations, including the United Kingdom, the United States, Canada, Australia, and members of the European Union. The deployment of bounty-driven tactics to target individuals abroad reflects an increasing disregard for international legal standards and norms of state conduct.
The National Security Law imposed in 2020 has systematically dismantled Hong Kong’s civil society, eroded institutional independence, and led to a marked decline in the city’s political and legal autonomy. Rather than showing restraint or reflection, the authorities continue to intensify repression in the face of widespread international concern and condemnation.
The establishment of the Hong Kong Parliament in 2025 through a process of global democratic participation is a principled and peaceful response to this crisis. It reflects the core values of representative governance, public accountability, and civic resistance. On 21 July 2025, the elected Members of Parliament took their oaths, undertaking to draft a democratic charter for Hong Kong and to lay the foundations for a future political order grounded in the principles of popular sovereignty.
The Hong Kong Parliament stands as both a representative voice and a protective institution for Hongkongers worldwide. Through democratic means, we are committed to safeguarding our community, defending the rule of law, and exposing the CCP’s system of governance for what it is: authoritarianism masked as legitimacy. As the old adage warns: “Where unjust laws prevail, the people suffer, and peace cannot endure.” This remains the daily reality in Hong Kong.
We call upon the international community to respond with consistency and resolve: to impose targeted sanctions against those responsible for these violations, to reject the extraterritorial application of repressive legislation, and to continue supporting the rights and freedoms of Hongkongers. We further urge all citizens to stand firm against the unlawful and illegitimate conduct of the current regime.
Mandated by the democratic will of the people, the Hong Kong Parliament will continue to uphold universal values and pursue the reconstruction of a free, fair, and self-governing Hong Kong.
