免费快速检测试剂将不再于学校内发放，学生和工作人员将需从市政厅管理的地点领取。所有维州人均可领两包快速检测试剂，每包含五根检测棉。
残疾人及其照顾者将能领取四包，共可做20次免费检测。
据《时代报》报导，澳大利亚医学协会（Australian Medical Association）维州主席Roderick McRae博士支持此举，他说，学生返校将成为该州下一个潜在压力来源，鼓励公众在无法保持安全社交距离时戴上口罩。
维州社会服务委员会（Victorian Council of Social Service）首席执行官Emma King说，让COVID-19检测试剂免费将有助于保护该州人民，对于保护社区中最脆弱的人群亦至关重要。
快速检测试剂已成为诊断COVID-19的主要工具，常被提供给有症状者或州营COVID-19检测点的密切接触者，但目前这些检测点已经关闭，核酸检测现需GP转诊。
快速检测试剂也将分发至70岁以上老人、残疾人和200个市政厅管理站点的优惠卡（concession card）持有者。
维州政府计划在本财政年度斥资11亿澳元用于快速检测。
