近日，一则另类的贪腐案引发网友关注：黑龙江省一高速公路管理处原处长祝某某被指控贪污受贿2600多万元被查获刑。祝某某自愿认罪认罚，退赃达8000万元，因认罪“态度好”而被从轻判刑。不少网友表示，办案机关查的也太不仔细了，受贿数目多出5千多万。
澎湃新闻11月10日报道，黑龙江省一高速公路管理处原处长祝某某于2000年11月至2015年5月，历任黑龙江省鹤伊公路管理处、哈伊高速公路管理处、北安高速公路管理处处长。在此期间，他利用职务便利，采取虚报工程支出、虚开发票等手段贪污公款共人民币2030万元。在法院认定的32笔贪污犯罪事实中，最多的一笔高达301万元，在该起犯罪事实中合同金额为人民币541万元，祝某某贪污的金额301万元已经高出合同金额一半。祝某某还利用职务便利，在提拔管理人员、承揽工程、人员录用方面为他人提供帮助，收受他人贿赂人民币600万元。
2021年7月1日，黑龙江省勃利县检察院指控被告人祝某某犯贪污罪、受贿罪，向法院提起公诉。祝某某表示，对其的指控、罪名及量刑建议都没有异议，且在公诉机关签字具结，还自愿认罪认罚，悔罪态度诚恳，积极退赃8000多万元，远超过指控金额。在开庭审理过程中亦无异议，请求法庭对其从轻处罚。
2021年9月29日，法院一审判决：被告人祝某某犯贪污罪判处有期徒刑十年六个月，并处罚金人民币150万元；犯受贿罪，判处有期徒刑六年六个月，并处罚金人民币80万元。最终决定执行有期徒刑十三年，并处罚金人民币230万元；对祝某某违法所得人民币2631万元予以追缴，上缴国库。
事实上，黑龙江交通系统在此之前就有多个党委书记被查，祝某某仅仅是这个贪腐链中的一环。
据黑龙江省纪委监委网站消息，2020年6月，该省高速公路管理局原党委书记、局长段钢文涉嫌严重违纪违法被调查；2020年9月，黑龙江省交通运输厅原党组书记、厅长于飞涉嫌严重违纪违法，接受纪律审查和监察调查；记者还查到，于飞的上一任黑龙江省交通运输厅厅长高学文也被查。
网友“John谯华”评论说：“一个处长一年有多少工资？贪腐2600万退赃8000万，这多出来，是凭本事挣的？体制内的人应该是不准有副业的，这多出来五千多万，他是凭啥本事挣的？高压反腐扛不住了，一哆嗦全撂了。办案人员这工作不够仔细啊！”
